RTI, Saint Kitts and Nevis broadcasters sign memo

The China Post news staff--Radio Taiwan International (RTI), the national radio broadcaster of the Republic of China (R.O.C.), has signed a cooperation memorandum with its counterpart in Saint Kitts and Nevis for closer cooperation to better serve their audiences, 

RTI chairman Chang Jung-kung and Sam Terrence Condor, deputy prime minister and foreign minister of Saint Kitts and Nevis, inked the pact for RTI and ZIZ Radio.
ZIZ Radio, the national broadcasting corporation of St. Kitts and Nevis, has become the “Pulse of the Eastern Caribbean” since its establishment in 1961.
Among the cooperation activities, the two partners will step up interchanges of information and services to enable more international audiences to better understand the two countries.

Chang and Condor said the agreement is another highlight for the close cooperation between the R.O.C. and Saint Kitts and Nevis since the establishment of diplomatic relations 28 years ago.

Condor thanked the R.O.C. for providing his nation with assistance concerning technology, resources, and knowledge development for almost three decades.

He expects the ZIZ-RTI tie-up will further the relations for decades ahead.

RTI, established by the R.O.C. government in 1928, presently provides international broadcasting programs in 13 languages for audiences in all nations on major continents.

Rajars reveal that digital radio accounts for nearly a third of all listening figures

Digital listening accounts for nearly one third of all listening hours according to the latest Rajar results, with almost half of radio listeners using a digital platform, the latest Rajar figures have revealed. 

As listening hours rise in comparison to the third quarter of 2010, it has been discovered that 28.2% of all listening hours was through digital platforms, rising by 14% within a year, while 48.4% of radio listeners did so digitally. 39.4% of people were also found to now live in a household with a digital radio as ownership of a DAB digital radio grew by 12% year on year. 

23 million people now listen to digital radio each week too, with DAB listening now at 18%. 

A quarter on quarter rise was also found for internet listening, growing by 0.5% to 3.7% from the second quarter of 2011. 

Digital television listening also accounted for 4.7% of all listening, falling by 0.1% on the previous quarter, but growing by 4.4% on the same period last year. 

Digital television listening now accounts for 4.7% of all listening, down by 0.1pp quarter on quarter and up from 4.4% in Q3 2010.

Ford Ennals, chief executive of Digital Radio UK, said: “Quarter 3 has shown more evidence of the irresistible momentum behind digital listening. DAB hours are up 20% and online hours are up 32% year on year, and these are the two strategic growth platforms for the future of digital radio in the UK.

“With the increases in coverage and availability in cars, the remarkable progress of Radioplayer and with a major communications campaign about to start, we would expect digital radio listening to accelerate towards 30%.”

BBC extends deal to broadcast Wimbledon until at least 2017

Wimbledon will continue to be broadcast on the BBC until at least 2017.

BBC Sport has agreed a three-year extension to its current contract as host broadcaster and UK rights holder, extending its relationship with the All England Lawn Tennis Club to 90 years.

The new deal, which reaffirms the BBC's long term commitment to delivering the best sporting events to licence fee payers, will continue to give audiences unprecedented access to the tournament across all platforms including TV, radio, online, red button, mobile and tablet. 

Ian Ritchie, chief executive of the All England Club, said: "Wimbledon fans have been enjoying the BBC's broadcast coverage of The Championships since 1927 and we are delighted to be extending this enduring and successful partnership for a further three years."

Barbara Slater, director of BBC Sport, said: "The BBC's first ever live sport broadcast was from Wimbledon and we are proud that our new deal means the longest partnership in sports broadcasting continues.

"We know that Wimbledon fortnight has a very special place in the hearts of the UK public. We are delighted that our new agreement ensures coverage of The Championships remains free to air and available to licence fee payers."

Yunnan radio station, VOV step up cooperation

A delegation from China’s radio station of Yunnan province has visited the headquarters of Radio the Voice of Vietnam (VOV) to boost bilateral cooperation between the two agencies.
 
The delegation, headed by Lu Yunfang, was received by VOV Deputy Director General Dao Duy Hua at the National Radio Centre in Hanoi.

During the meeting, Mr Hua introduced his Chinese colleagues to the functions and duties of VOV as well as its four media platforms (radio, TV, print and online).

Mr Hua also recalled traditional cooperation between VOV and the Yunnan Radio Station, which began during Vietnam’s resistance war against the US. In 1971 and 1972, part of VOV was evacuated to Kunming, China, to produce and broadcast radio programmes from this location.

The two sides previously cooperated through the Yunnan Department for Cinema and Television Development. Then in 2005, VOV and the Yunnan Radio Station signed a cooperation agreement and ever since have exchanged delegations and reporters to learn experience from each other.

In 2008, a VOV delegation, headed by then VOV Deputy Director General Hoang Minh Nguyet visited the Yunnan Radio Station to discuss the possibility of launching a transport radio channel.

Up to now, VOV has a regular exchange of programmes with the Yunnan Radio Station.

During the meeting, VOV Deputy Director General Hua stressed that VOV had fully covered the recent China visit by Communist Party of Vietnam General Secretary Nguyen Phu Trong.

For her part, the Vice Director of the Yunnan Radio Station, Lu Yunfang, said her station has an audience of 3.8 million and is considered one of the leading broadcasters in China with an estimated advertisement turnover of 100 million yuan for 2011.

Ms Yunfang expressed hope that VOV and the Yunnan Radio Station will expand bilateral cooperation and business operations. She also proposed organizing a China-ASEAN radio forum and wished that VOV would help invite regional radio broadcasters to take part in the forum.

VOV’s radio feature wins international awards

The International Radio and Television Union (URTI) have presented a bronze prize to two VOV reporters, Ngo Thieu Phong and Giang Xeo Pua, for their feature on the culture of ethnic minority people in northern Vietnam.
 
The 23rd awards ceremony of URTI was held in Paris on the evening of October 20 as part of activities to celebrate 30 years of FM radio broadcasting.

The radio feature ‘Tieng may xay ngo va tieng ken goi ban tinh’ (Sounds of the corn grinder and leaf-horns seeking lovers) by Phong and Pua was highly appreciated by the 23rd URTI jury for its interesting content, technical quality and sound effects on the audience.

The feature highlights the traditional customs of Vietnam’s ethnic Mong group, which are being threatened by globalization.

The jury was very impressed by the unique way of dealing with poverty from cultural and spiritual angles, said Dan Santa, President for Radio of URTI.

At the ceremony, representatives of many radio stations talked with VOV reporters and expressed their wish to boost cooperation with Radio the Voice of Vietnam.

This year’s event on the theme ‘Poverty’, held for all countries, received 105 entries from 45 nations.

Jump up and dance with CBeebies for Children in Need

CBeebies is encouraging viewers to "Jump up and Dance" for BBC Children in Need.

Jump Up and Dance is an idea that originated from CBeebies' presenter Cerrie Burnell as a way of raising money for this year's Appeal.

CBeebies want children to have a go at the song and dance routine and for parents/carers, community and nursery groups to raise money through sponsorship or donations. 

Children can learn the dance moves by watching an instructional video with Cerrie, Sid and Pudsey on the CBeebies website, bbc.co.uk/cbeebies/childreninneed

There's also a special music video featuring Pudsey and many of the loved CBeebies characters and presenters including Cerrie, Sid, Katy, Alex, Andy, Timmy, Justin Fletcher, Mr Bloom, ZingZillas, Bob the Builder, Little Charley Bear, Raa Raa, Rastamouse, Abney and Teal, Dipdap, Postman Pat, Teletubbies, Rosie & Raggles, Octonauts and Driver Dan.

EBU Legal and Public Affairs Assembly

The second session of the EBU's Legal and Public Affairs Assembly took place at the Union's headquarters in Geneva on 24 October 2011 under the chairmanship of Mr Peter Weber (ZDF).

The Assembly discussed a wide range of legal, policy and lobbying issues covering such areas as Copyright (Orphan Works and Collective Rights Management, in particular), Sport (including the potential impact of the recent FA Premier League v. Karen Murphy case), Public Service Broadcasting, the Digital Agenda, net neutrality and cloud computing.

It also bade farewell to two long-serving figures in the EBU legal and public affairs sector who are leaving their respective organisations: Mr Nicholas Eldred, the Group General Counsel and Secretary of the BBC, and Ms Vladimíra Vocetková, the Head of Legal Affairs of Czech Television.

BBC Worldwide names new Co-Production Manager, Factual (Germany & France)

BBC Worldwide, the commercial arm of the BBC, today announced the appointment of Philipp Schmid to the newly created position of Co-Production Manager, Factual (Germany & France).

Schmid, who takes up the role immediately, will be responsible for seeking out and delivering factual co-production investment across Germany and France and will work with UK factual producers to develop bespoke content for these markets. 

The new role addresses the increasing demand for locally tailored programmes in France and Germany, creating a strong editorial voice in factual landmark content at BBC Worldwide, and will be a central point of contact for BBC Worldwide's French and German co-production partners, as well as key content producers.
Schmid moves into the role from his former position as TV Manager, Factual for BBC Worldwide Germany where he was responsible for managing important German co-production relationships on landmark projects such as Frozen Planet, Planet Dino and Last Days Of Atlantis. 

His successes in this job also include scheduling the weekly BBC Exklusiv factual slot on VOX and creating the BBC Spezial documentary slot with ProSieben.

Prior to this Schmid held positions within the public service, working in development at BBC London Factual and starting his career in production for Dragons' Den at BBC Manchester. 

Based in the London office, Schmid will continue to be part of BBC Worldwide's Sales & Distribution EMEA team working closely with the company's German and French offices. 

Tim Mutimer, SVP EMEA, Sales & Distribution commented: "With this appointment BBC Worldwide strengthens its commitment to delivering tailored factual co-productions into primetime slots in Germany and France.

"Philipp has an excellent track record in managing and developing factual co-productions with our German partners and it makes sense for us to harness his editorial insight and strong relationships with our production partners across two of our key European markets." 

Schmid said of the appointment: "As a distributor we are ideally placed to combine our commercial expertise with a strong editorial sense for what works in Germany and France and our partners there. 

"The one-size fits all approach to co-productions is obviously a thing of the past and I look forward to working with content producers and our international partners to develop exciting new projects for them across the UK, Germany and France."

BBC Worldwide has a long history of investing in factual co-productions in both markets with recent titles including Human Planet, Power Of The Planet, Inside The Titanic, Conspiracy Files, and Expedition Tiger.

China to donate radio stations to South Sudan

The Chinese government has extended a grant of 200 million Yuan (about US$31.5 million) to South Sudan for development projects in the newly independent state. The grant was announced on Monday in Juba after a meeting between the South Sudanese minister of Information and Broadcasting Barnaba Marial Benjamin and the Chinese Ambassador Li Zhiguo to Juba.

Ambassador Zhiguo said the grant is dedicated to support agriculture, education, health and water supply projects. He further said that Beijing government will donate a number of radio stations to South Sudan to promote media development.

NHK to cut monthly TV fee

Japan’s public broadcaster NHK said on Tuesday that its board of governors have approved a business plan that includes a cut in its monthly television subscription fee by up to ¥120 [US$1.58] from next October. The viewership fee cut is the first by NHK since 1968, when the radio subscription fee that had been included was terminated. The monthly fee now stands at ¥1,345 [US$17.72] for viewers of terrestrial broadcasting alone. Viewers of satellite broadcasting are required to pay an additional ¥945 [US$12.45] per month.

NHK’s three-year business plan through fiscal 2014 projects that the fee cut would still allow the broadcaster to break even in fiscal 2012 from next April. It would leave it ¥4.7 billion in the red in fiscal 2013 and ¥1 billion in the black in fiscal 2014.

The board’s chairman, Fumio Sudo, apologized for failing to live up to the commitment for a greater fee reduction.

BBC Radio listening highest for three years

  • Record for 5 Live Sports Extra, buoyed by Test Match Special
BBC Radio has its highest listening hours for three years, according to data published today by RAJAR.

The figures show that the British public listened to 586 million hours of BBC Radio every week during the measurement period (27 June – 18 September), the largest total since Quarter 1, 2008. This also means the average BBC radio listener now tunes in for nearly 17 hours per week. 

Elsewhere, the new data shows Radio 1 is more popular than ever. The station reached 11.85 million people each week, its biggest audience biggest since new research methodology was introduced in January 1999.

Tim Davie, Director BBC Audio – Music, said: "It is excellent to see people listening to so many hours of BBC Radio. In particular, the record Radio 1 figures reflect both the distinctiveness of its programmes and the strength of an outstanding team. 

"I'm also very pleased to see that the combined efforts of the radio industry are resulting in a clear transition of listeners into digital radio. The rise in internet listening is noteworthy and represents encouraging growth in the sector." 

All BBC Radio has a weekly reach of 34.86 million, from 34.24m last year and 35.53m last quarter, and a share of 54.5%, from 54.3% last year and 54% last quarter. 

Radio 1's record reach of 11.85 million is up from 11.65m last year and 11.69 last quarter, while its share of listening increased to 9.1%, from 8.5% last quarter and level with last year. The Chris Moyles Show attracted 7.16 million listeners every week – from 7.10m last year and 7.44m last quarter – and Radio 1's sister station, Radio 1Xtra, posted a weekly reach of 904, 000 - from 806,000 last year and 992,000 last quarter. 

Radio 2 tipped 14 million listeners for the fourth time, registering an audience of 14.31m (13.68m last year and 13.97m last quarter) and a share of 15.9% (15.6% last year and 14.9% last quarter). The Chris Evans Breakfast Show attracted 8.86 million listeners every week, from 8.41m last year and 8.67m last quarter, giving the show its third highest ever reach. 

Radio 3 has a weekly audience of 2.05 million listeners – compared to 2.15m last year and 2.17m last quarter. The network's share is 1.1%, from 1.2% last year and last quarter. 

Radio 4 reached 10.56 million people each week – up on last year's 10.37m but down from last quarter's record of 10.85m – with a share of 12% (11.8% last year and 12.4% last quarter). The Today programme attracted 6.76 million listeners per week (from 6.51m last year and the previous record of 7.18m last quarter) and Radio 4 Extra maintained its popularity following its rebranding, posting a reach of 1.53 million – from 1.05m last year as Radio 7 and 1.61m last quarter. 

Radio 5 Live posted a combined reach with sister station 5 Live Sports Extra of 6.43 million listeners, from 6.44m last year and 6.68m last quarter. 

5 Live Sports Extra reached a record average 1.15 million listeners every week during the quarter, boosted by its Test Match Special coverage of England versus India. 

Share for Radio 5 Live (including Sports Extra) is 4.6% (4.9% last year and last quarter). 

Radio 6 Music attracted 1.23 million listeners per week during the period (1.20m last year and 1.27m last quarter), while the BBC Asian Network's weekly reach was 507,000 – up from 462,000 last year and 471,000 last quarter. 

BBC World Service posted a UK reach of 1.50 million, from 1.32m last year, while BBC Local / Regional radio reached 9.50 million listeners per week – from 9.14m last year and 9.65m last quarter.

Harold Camping retires as head of Family Radio

For nearly 53 years Harold Camping has been a prominent figure in Christian broadcasting. On Monday The Christian Post was exclusively told that the 90-year-old was no longer able to lead his Family Radio ministry, and would be retiring.

During the last several years the Family Radio network has suffered operating losses and two of their stations, WKDN in Philadelphia and WFSI in Annapolis, Maryland covering the Washington, DC area, are being sold, tentatively to CBS. On Monday, Family Radio began soliciting donations to offset those losses, even though the broadcasting outlets currently owned by the company are potentially worth hundreds of millions.

BBC Local Radio adds more than a quarter of a million listeners

Figures for BBC Local Radio in England for Quarter 3 were released today by RAJAR (Radio Joint Audience Research Ltd). Weekly reach for BBC Local Radio in England rose by 288,000 listeners year on year from 6,962,000 (16.7%) to 7,250,000 (17.3%). Quarter on quarter, the rise was slight – up by 26,000 from 7,224,000 to 7,250,000. Share of listening was down slightly on the quarter from 8.1% to 7.9% and down slightly year on year from 8.4% to 7.9%.

NHK, KBS meet to discuss cooperation

Senior representatives of Japan's public broadcaster, NHK, and its Korean counterpart, KBS, have met in Tokyo to discuss cooperation in the year ahead. 

The 31st cooperative meeting between the two broadcasters took place from 11 to 14 October.

The KBS delegates, headed by Ko Dae-Young, Executive Managing Director of News and Sports, held wide-ranging talks with their Japanese counterparts.

Meeting in small groups, the two sides exchanged views on proposed projects such as co-production of an art programme and cooperation on disaster warning broadcasting systems. 

Mr Ko also met Matsumoto Masayuki, President of NHK, and agreed on the need to expand cooperation.

Korea's KBS donates OB van to Cambodia

Korea's public broadcaster, KBS, has donated an analogue outside broadcast van to its Cambodian counterpart, TVK.

The OB van will arrive in Cambodia on 31 October. Last May, through KBS' initiative, it was agreed between the two companies that KBS would contribute its analogue OB van to TVK. 

The van contains over 120 items of broadcast equipment including cameras, which have been inspected by KBS technicians. KBS technical experts will also go to Cambodia to provide TVK with support on installation as well as on-site training. 

KBS expects the van will boost the production capability of TVK and enable the broadcaster to provide diverse programs for its Cambodian audience. KBS hopes to strengthen ties with TVK and expand cooperative relations.

UNESCO executive board backs February 13 World Radio Day proposal

The Executive Board of UNESCO has recommended the proclamation of a World Radio Day to raise awareness of radio's importance, facilitate access to information through radio and enhance broadcaster cooperation.

The suggested date for World Radio Day is 13 February, after UNESCO Director General Irina Bokova said this was appropriate, since it was on that day in 1946 when UN radio was established.  

After the original proposal by Spain, UNESCO carried out a consultation process starting in June 2011, involving many stakeholders, including the EBU and sister unions, EBU Members, public, state, private, community and international broadcasters. The study found that 91% of those asked supported the idea.

The UNESCO Executive Board has recommended that the upcoming General Conference proclaims a World Radio Day on 13 February, and that the Director General of UNESCO submits the final resolution to the UN General Assembly for endorsement.

Australian government to amend radio laws

The Australian government has confirmed it will introduce amendments to the laws on how much local content regional radio stations have to carry, The Australian reports. 

The Minister for Broadband, Communications and the Digital Economy, Stephen Conroy, said the amendments would be introduced before the end of the year.

He told Commercial Radio Australia's National Conference on the Gold Coast that the changes would reduce red tape and ensure regional content.

The changes will be a relief for regional radio operators. The previous government introduced laws requiring regional commercial radio broadcasting licensees to provide minimum levels of local content and, in certain circumstances (after ownership changes), to broadcast minimum levels of local news and information, maintain a local presence and comply with additional reporting and record-keeping obligations. 

Commercial Radio Australia's Chief Executive Joan Warner said she was heartened the industry would "get some relief from some very draconian and interventionist legislation".

"I'm disappointed it's taken so long because we've been working on it for so long," she said.

The topic of this year´s Euranet Awards is the rights of European citizens. Euranet will offer a selected number of candidates the opportunity to travel to the European Parliament in Brussels on 8-10 November and record the material for a 4 to 5-minute radio report. Euranet will organise travel to Brussels and hotel accommodation, and, if necessary, provide audio recording equipment. 

Timeframe:
  • 19 October: Deadline for applications.
  • 8-10 November: The successful candidates gather audio material in Brussels.
  • 20 November: Deadline for candidates to submit the final version of their reports.
  • December: The results are announced.
The overall winner will be given a four-week internship at the relevant radio station during 2012, with a grant to cover travel and accommodation expenses. It will be possible to extend the internship by another two weeks if the candidate is able to work in a second language covered by that station. The winner and four runners-up will also receive an iPad.

ZNBC boss sacked

Zambia National Broadcasting Corporation (ZNBC) Director General Eddy Mupeso has been sacked and replaced with Hot FM station manager, Joseph Chilaizya. Information, Broadcasting and Tourism Minister Given Lubinda said at a Press briefing in Lusaka yesterday that he had directed Mr Chilaizya to ensure that the national broadcaster operated professionally. The minister has also appointed Radio Phoenix newscaster and presenter Kenneth Maduma as the new Director of Programmes, replacing Reuben Kajokoto.

Pakistan to give out free radios to flood victims

In the wake of havoc wreaked by torrential rains and floods in most parts of Sindh province, it has been decided that vigorous efforts should be made through broadcast media to disseminate information and highlight plight of displaced people, said Dr Abdul Jabbar, Chairman of Pakistan Electronic Media Regulatory Authority (Pemra), The News reported. 

He said this at a meeting with Murtaza Solangi, Director-General of Pakistan Broadcasting Corporation and representatives of private FM radios in Sindh at the Pemra Regional Office in Karachi on Tuesday. 

It was decided that free radio transistors would be provided to the flood victims to enable them to gain access to relief information. Dr Abdul Jabbar said local FM operators would maintain close coordination with district coordination officers to arrange various charity programmes to collect donations. 

Mr Solangi assured full support in sharing information between PBC and Pemra licensed private FM radios. He said that Pakistan Radio would provide FTP and satellite links to private radio broadcasters to run simultaneous awareness campaigns through their FM stations. It was decided that special programmes would be created in Sindhi, Urdu, Seraiki and other local languages to inform victims on relief efforts.

Four radio nominations for Nick Clarke Award

Four radio interviews have been shortlisted for this year’s Nick Clarke Award, which celebrates the best broadcast interview of the year.

Steve Hewlett, Jon Manel and Eddie Mair are all nominated for Radio 4 while Matthew Bannister is shortlisted for a BBC World Service interview.

The award will be handed out at the Cheltenham Literature Festival on Sunday with the winner picking up a dozen bottles of red wine. The honour is named after former Radio 4 World At One presenter Nick Clarke, who died from cancer in 2006.

BBC Radio 2 Young Brass Awards 2012

In his show on Wednesday 5 October presenter Frank Renton announced that the BBC Radio 2 Young Brass Awards will now be expanded from one to three awards in order to fully reflect the talent and achievements of young brass players from around the UK. 

The three will then perform in a showcase event which provides a platform for young musicians who have strived to reach the highest standards, both individually and collectively.

The three Young Brass Awards 2012 categories are Youth Band, Soloist (Under 18) and Soloist (18-21 years)

In recognition of receiving the award in their category, the recipients – who will be announced by Frank Renton in Listen To The Band – will take part in a performance at a special concert taking place at the Royal Northern College of Music's Festival of Brass on 29 January 2012 which will be broadcast on Radio 2 shortly afterwards. 

Previously, there has been just one recipient of the Young Brass Soloist Award, but for 2012 a panel of experts with significant reputations in the brass field will select a youth band and two soloists whose contribution over the previous 12 months has been outstanding. They will receive the BBC Radio 2 Young Brass Award 2012 in each of the separate categories. 

Additionally, at the RNCM Festival of Brass concert the panel will also name one overall recipient of BBC Radio 2 Young Brass Award 2012, and this soloist or band will be given a further performance opportunity on Radio 2.

Lewis Carnie, Head of Programming for Radio 2, says: "The Young Brass Soloist Award has long been an important part of Radio 2's musical year. Its expansion to the BBC Radio 2 Young Brass Awards this year, honouring not one but three musicians, exemplifies the station's ongoing commitment to supporting the vibrant brass band music scene in the UK." 

The RNCM Festival of Brass concert will be a unique celebration of brass music played and written by young stars of today. As well as the Award recipients' performances, it will feature a variety of pieces, including one by the recent BBC Young Musician of the Year, trombonist Peter Moore. The Royal Northern College of Music's own Brass Band will be conducted by Dr Nicholas Childs, Music Director of the Black Dyke Band, and one of the College's own very talented conducting students.

PNG broadcaster wins award for Journalism education

A senior Papua New Guinean broadcast journalist with a training role for the national broadcaster has won a scholarship to the annual Journalism Education Association of Australia (JEAA) conference in Adelaide in November, according to a Pacific Media Watch press release.

Mulai Robby, Chief News Editor for radio and television news at the National Broadcasting Corporation (NBC), has won the Pacific Islands Nations Award, the JEAA announced.

Mr Robby's role involves a longstanding and ongoing commitment to training journalists at NBC, including new recruits, and he is a regular training facilitator.

Mr Robby offered two abstracts for the conference, on the development and use of social media in journalism in PNG, and on the characteristics of "responsible journalism" in PNG culture and society.

This award is for a journalist, journalism academic, trainer or postgraduate student from a Pacific Island nation.

Scholarship winners receive grants of up to A$2,000 (US$1,960) each to enable them to attend the JEAA conference in Adelaide on 28-30 November.

The judges were Anne Dunn, president,of the JEAA, and Kathryn Bowd, vice-president conference, JEAA.

Radio: Winners of the 2012 European Border Breakers Awards announced

The winners of the ninth European Border Breakers Awards, which are supported by the EBU, were announced today by Androulla Vassiliou, European Commissioner for Education, Culture, Multilingualism and Youth, and the Eurosonic Noorderslag music festival.

The winners of this year's awards, which celebrate new breakthrough talents in European pop music, are:

The winners are selected through a combination of votes by EBU radio stations and festivals in the European Talent Exchange Program (ETEP), and on the basis of record sales and broadcast frequency calculated by music market analyst Nielsen Music Control. 

Announcing the winners today in Brussels, Commissioner Vassiliou said: "Music is a universal language that touches billions of people, regardless of age or background. Our winners have all succeeded in reaching out to audiences beyond their home country through their talent and energy."

British music star and TV personality Jools Holland will present the awards in a televised ceremony at Eurosonic Noorderslag in Groningen, Netherlands, on 11 January 2012. The ceremony – including performances by most of the winning acts – will be broadcast in the Netherlands by EBU Member NOS and across Europe via other EBU-associated TV and radio stations.

Previous EBBA winners include Adele, The Baseballs, Carla Bruni, KT Tunstall, Tokio Hotel, The Ting Tings, Lykke Li, The Script, Milow, Katie Melua, Mumford & Sons and Caro Emerald.

The EBBAs are funded by the EU Culture Programme and organized by Eurosonic Noorderslag, in partnership with the European Broadcasting Union (EBU). A BBC focused on quality, efficiency and distinctiveness - Trust launches public consultation on proposals for the BBC of the future

The BBC Trust has today launched a public consultation after reviewing a set of proposals from BBC management for changes to the services the Corporation provides and the way it operates.

The proposals aim to set the course for the BBC to the end of its current Charter in 2016, based on a new programme of efficiencies and a clearer focus on the BBC's editorial priorities. 

Together, this will mean savings of around £670m a year by 2016/17. It will also mean a loss of around 2,000 jobs across the BBC. 

The proposals follow the licence fee settlement agreed with the Government in October 2010, which sees the licence fee frozen to 2017, and the BBC assuming new funding responsibilities, including for the World Service, S4C, BBC Monitoring and local TV and broadband. 

They also follow a review last year of the future strategy for the BBC, which culminated in Trust approval for four new strategic priorities for the corporation – distinctiveness, value for money, serving all audiences and openness and transparency. The proposals have been shaped by these priorities. 

The new funding responsibilities require the BBC to make savings equivalent to at least 16 per cent of current licence fee income. The Director-General set an additional four per cent savings target for reinvestment back into programming areas to boost quality and distinctiveness. The £670m of new savings identified, together with £30m of savings generated by exceeding the targets for the BBC's current efficiency programme, will result in total savings by 2016/17 of 20 per cent. 

To achieve these savings, BBC management ran a nine-month consultation process with staff called 'Delivering Quality First' (DQF). The Trust worked with management to set the direction of this work, and the Executive's detailed proposals were formally presented to the Trust at the end of September.
Lord Patten, Chairman of the BBC Trust, said:
"The BBC is far from perfect, but it is a great institution and, at its best, a great broadcaster. We have a tough and challenging new licence fee settlement, but it should still be possible to run an outstanding broadcaster on £3.5bn a year.

"The Trust's view has been clear from the start of this process - the BBC must look to run itself as efficiently as possible before we consider cutting services. Over half of the savings announced today will come from changes to operations, but there will need to be some changes to services, and we now need to test BBC management's proposals for this. We agree with the direction that the Director-General has taken, but we want to hear what the public think, as it is ultimately their BBC."

Ken McQuarrie's announcement to BBC Scotland staff on budget cuts in full

Ken McQuarrie has addressed staff at BBC Scotland following the budget cuts announced by the organisation, which will mean a 16% budget reduction in Scotland.

As a result, between 100 and 120 members of staff will leave by 2016/17.

Here is his announcement to staff in full:

BBC Scotland’s aim remains to provide high quality and distinctive programmes, content and services that reflect the interests of audiences in Scotland. This is our core public purpose – to capture key cultural moments for our nation, to cover Scottish news and politics, to make content which is distinctively Scottish and which cannot be found on the network.

We do have to take some tough decisions on our spend on services and content for audiences in Scotland and there will be some reduction but we will safeguard the output which is most valued by our audiences and which best fulfils our role as Scotland’s national public service broadcaster.

This means that:-

-    We will protect our spend on peak time audiences and we will cut back content of lesser value or lower impact to our audiences. So the bulk of the reduction in programmes will happen off peak.

-    we will focus on high quality content which meets the 5 editorial priorities set out in the Putting Quality First strategy – Best Journalism in the world; Inspiring knowledge, culture and music; Ambitious UK drama and comedy; Outstanding Children’s content; Events that bring communities and the nation together

-    we will prioritise content and services which are distinctive and which no one else provides

Under DQF, we will also continue the story of TV network growth in Scotland. PQ will be firmly established as one of the BBC’s five creative UK hubs and BBC Scotland will make even more network TV content for UK-wide audiences. We are already ahead of the NSR target set for 2012 and indeed are on course to achieve early the target which was set for 2016. We could well exceed it by the end of the Charter period. 

In addition, the BBC’s TV proposals assume that more of our TV opts will transmit on the networks. For network radio, there is a commitment to sharing more content, such as drama and features, while online, the nations’ templates will integrate our web content into the BBC’s network sites. BBC Radio Scotland set to cease broadcasting at night

As the BBC announced its strategy for handling the budget cuts it will implement as a result of the freeze on the television licence fee, here is a look at the proposals for BBC Scotland in the report, with BBC Radio Scotland set to no longer run during the night.

The ‘Delivering Quality First’ report outlines the changes that will be made to the new channel, which will see a total budget decrease of £24m each year, and the amount of time spend on breaking news will be reduced, and more material repeated from Scotland, Wales, Northern Ireland and the English regions, during ‘lower demand’ times.

Television programmes for Scotland, as well as Northern Ireland and Wales, will be shown to audiences across the UK, likely to include River City finally being seem outside of Scotland, having long been mooted.

The existing number of new bulletins and strands will be maintained, although it will ‘reduce slightly’ other non-core news and current affairs programming, while ‘other genres’ of programming will also be reduced in number.

The BBC has also promised ‘a significant investment’ in the amount of network programming produced in Scotland, Wales and Northern Ireland, with the likes of Question Time move to Glasgow. Read More

VOA Revamps Programs to Haiti

Voice of America’s Creole Service updates its lineup of programs to Haiti this week, with new segments focused on engaging its increasingly youthful audience and examining critical issues including the economy, health, public safety and education.

Each weekday, three one-hour radio programs will bring the latest news and information to the Caribbean nation and discuss key issues with experts.  Two of the programs are call-in shows that will provide listeners with a forum to question studio guests and politicians every Wednesday and Friday at noon.  On weekends, listeners can tune in to two new half-hour programs each day.

Monday, the Creole Service spoke with Dr. Wiener Bastien, a Miami-based physician who discussed ways to treat blindness and offered advice to mothers on how they can protect their children from developing eye problems.  Coming programs will focus on the rebuilding of key Haitian institutions, including the education and judicial systems, which are still struggling following the deadly earthquake in January of 2010.

VOA Creole Service Chief Ronald Cesar says the new programs “are aimed at giving voice to Haitians as they rebuild the country and will address critical issues facing young people, who now make up about half the country’s population.”  In addition, Cesar says the service will take advantage of social media sites, including Facebook and Twitter, to allow the audience to share ideas and contribute to the programs.  Segments on personal safety and food safety are also planned.

The one-hour weekday programs air at 7:30 AM, 12:30 PM, and 5:00 PM.  The weekend shows air at 12:30 and 5:00 PM.  Voice of America programs are carried by AM and FM affiliate stations in Haiti and are streamed on the Internet.

VOV Broadcasting College 1 begins new school year

Radio Voice of Vietnam held a ceremony on October 4 to start the 2011-2012 academic year at its Broadcasting College Number 1 based in Phu Ly, Ha Nam province.
 
The ceremony was attended by VOV Director General Nguyen Dang Tien, who beat the drum to open the college’s new academic year. 

Addressing the event, Mr Tien asked the college to work out a proper strategy and roadmap for building a strong teaching staff and infrastructure to improve the quality of training. 

He also suggested that the college coordinate with VOV reporters, editors and technicians to increase the internship time for its students.

The college has recruited over 1,500 students for the new school year.

The College has become a prestigious educational centre in the country with seventy percent of its lecturers holding Master’s or doctoral degrees. It also helps train reporters and editors from Laos and participates in many international cooperation programs.

EBU appoints Annika Nyberg Frankenhaeuser as its first Media Director

The European Broadcasting Union (EBU) has appointed Annika Nyberg Frankenhaeuser as its first Media Director, starting in February 2012. Ms Nyberg Frankenhaeuser will lead the newly formed Media Department, which consolidates the activities of the Television and Radio Departments, as well as News Services.

EBU Director General, Ingrid Deltenre said: “Ms Nyberg Frankenhaeuser's numerous leadership roles in European media organizations make her ideal to lead our Media Department and provide the visionary thinking it needs. The Media Department will be a hub of inspirational creativity and expertise in new media trends and multiplatform opportunities for public service broadcasters. I am looking forward to working with Ms Nyberg Frankenhaeuser on making this idea a reality." 

Since 2006 Ms Nyberg Frankenhaeuser, who is also an accomplished artist and linguist, has been the Director of Programmes, (TV, Radio and Internet) for the Swedish Language Services at Finnish EBU Member, YLE.

She said: "I’m looking forward to taking up this new position. I’m very dedicated to public service and I see the values both the EBU and its Member organizations adhere to as more important in today’s world than perhaps ever before. Throughout her career, Ms Nyberg Frankenhaeuser has been a journalist, an art teacher and an art critic. Among her numerous supplementary functions, she has also sat on the Finnish Red Cross Board for Youth Emergency Shelters and was the President of the World DAB Forum between 2002 and 2006. She has lived in Tanzania and Egypt, and travelled extensively during the 1980s and 1990s as a reporter for YLE.

*Biography of Annika Nyberg Frankenhaeuser
After qualifying as an art teacher at the University of Industrial Arts in Helsinki, Annika Nyberg Frankenhaeuser began an enduring relationship with the Swedish Language Services of YLE. Several years as a radio reporter were followed by a move into print, when she became managing editor of a cultural magazine. In 1986 Ms Nyberg Frankenhaeuser returned to YLE, this time as a TV reporter for the Swedish Language Services, where she climbed through the television ranks to become Head of TV News & Current Affairs. She was appointed Director of Programmes for Radio in 1997, adding the TV and internet portfolios to her responsibilities in 2006. Ms Nyberg Frankenhaeuser is bilingual in Swedish and Finnish, and fluent in English and German. She is competent in Danish and Norwegian and has a working knowledge of French and Italian.
